Today, the Massachusetts State Police convened a status hearing for Trooper Michael Proctor.

At each duty status hearing, a panel of three officers gathers enough facts to make a fair decision about whether the individual should continue to serve full duty, serve on restricted duty, be suspended with pay, or be suspended without pay. During the hearing, the department may present evidence and witnesses. The officer, who has the right to be represented by counsel, may cross-examine the department’s witnesses and present his or her own evidence or witnesses.

In Trooper Proctor’s case, according to Massachusetts State Police, the panel recommended a suspension without pay. MSP Chief Colonel Mawn accepted the panel’s recommendation and made it effective immediately.

As previously announced, the Department has relieved Trooper Proctor of duty effective July 1, 2024, barring him from working (although he will be paid for a period not exceeding five days pending a duty status hearing, in accordance with the Department’s rules and regulations and the collective bargaining agreement with the State Police Association of Massachusetts).

Concurrently, the department transferred Trooper Proctor from Criminal Investigation to the Norfolk County District Attorney’s Office, effective Sunday, July 7, 2024, the first available day after the required five-day notice period for any change in assignment (e.g., shift, functional role, etc.) expires. He has been administratively assigned to Troop H in the field, but remains ineligible to work.

The internal investigation is ongoing. Each internal investigation results in a report that addresses each allegation.

After completing an internal investigation, the ministry can bring charges, which would be decided by a state police court.

Proctor was the lead investigator and gained notoriety for his text message chain to Karen Read, in which he wrote, “She’s a crazy bitch, yes she’s a cutie but with a weird Fall River accent, not an ass.” He also admitted to texting his sister that he hoped Read would take her own life.
